Ports Officer
ROLE PURPOSE AND CONTEXT
The Ports Handling Unit operations involve documentation, commercial correspondence, commodities classification, customs duties payment, shipping line activities, ports terminal activities, haulage, exports, accounting activities and statutory requirement compliance.
The Ports Officer will be responsible for expediting of customs process of the imports and exports at the ports to support the smooth mining and processing operations at the mines.
KEY ACCOUNTABILITIES:
- Accountable for team’s environmental obligations and performances.
- Conduct formal meetings with team and report any weaknesses in the environmental procedures.
- Enforce all environmental work procedures that have been issued by the Departmental Manager.
- Investigate all environmental incidents in assigned work areas and prepare reports with recommendations for the Departmental Manager for onward submission to the Environmental Manager or his representative
- Ensure complete set of documents are received from the mines
- Ensure pre-alerts received are used to create the shipment file and followed up with mine sites for the original documents
- Acknowledge and appropriately respond to correspondence associated with shipments and queries
- Classify items in a shipment in line with the requirement of the Harmonized System and Customs Tariff Schedule
- Create the Unique Consignment Reference report (UCR) and Ghana Standards Authority report
- Create the electronic Import Declaration Form (eIDF) using the UCR
- Create Minerals Commission report for all items on the mining list
- Create the Environmental Protection Agency report for all chemical based items
- Prepare Customs Classification and Valuation Report (CCVR) for customs approval
- Prepare Customs Declaration for Duties and other taxes to be paid on the shipments
- Ensure payment of Duties and Taxes at the appropriate bank
- Ensure receipts and payments of shipping line charges for shipments
- Arrange for all necessary documents for Shipping Line releases in the form Delivery Orders
- Arrange for all payments of Terminal Charges (for both Tema Port and K. I. A)
- Arrange for clearing of shipments from the Terminals
- Arrange appropriate vehicles for the transportation of the shipments from the ports to the mine sites
- Ensure compliance of statutory requirements for particular shipments are met for NACOB, EPA, FDA, GSA
QUALIFICATION AND EXPERIENCE
Qualification
- A Bachelor Degree in a Professional Field of study. Possession of CILT or CIPS certificate will be an added advantage
Experience
- Minimum of 2 years’ experience preferably in the area of Supply Chain and Logistics
- Experience in clearing and logistics will be an added advantage
- Demonstrate working knowledge in customs, clearing and terminal operations
Technical Competencies
- Should have a satisfactory oral communication and report writing skills
- Demonstrate good computer literacy
- Should possess good interpersonal skills
- Analytical and problem solving skills
- Knowledge of principle and methods for moving goods by air, sea and road
- General exposure to business will be an added advantage

Warehouse Officer
ROLE PURPOSE AND CONTEXT
To perform all warehouse activities in providing critical services to user departments including receiving of deliveries, filling of reservations, housekeeping, operations of MHEs, weighbridge oversight among others and also comply with safety procedures, all regulatory requirements and CAR warehouse management standards and procedures while delivering high customer service to ensure movement of materials to meet the project requirements.
KEY ACCOUNTABILITIES:
- Timely receipt of Stock and non-stock items in SAP
- Correct storage and maintenance of materials and goods
- Ensure items are staged and ready for transportation underground or to various work areas as required.
- Receive and issue materials
- Ensure timeous movement of goods underground and to various work areas.
- Ensure resolution of all non-conforming receipts with vendors and purchasing.
- Arrange movement of materials from main warehouse to KMS store area
- Safe conduct of transporters and delivery trucks through the mine, including facilitating driver inductions.
- Ensure correct and safe stocking and storage of items on racks, bins and laydown areas
- Implement ‘clean as you go’ housekeeping principles
- Always wear correct PPEs and comply with all warehouse security protocols
- Timely issue of items to user departments.
- Conduct half year and annual stock taking per audit compliance requirements.
- Perform SAP scheduled cycle counts, investigate and deliver targeted count accuracy levels

- Monitor weigh bridge activities daily and report any faults detected
- Properly document and file all receiving, Issuing and stock take activities
- Produce stock take and cycle count variance reports and make recommendations for write off/on
- Arrange Salvage and scrap disposals as approved and maintain relevant accounting records

- Make correct data entry into SAP through use of scanners and maintain relevant records as and when required
- Implement and comply with standard control procedures and routines including cycle count, weekly and monthly stock taking as prescribed and stock variance accounting and investigations
- Collect and summarize data to a high standard of quality assurance and control
- Objective reporting of SAP stock balance, problem deliveries, count accuracy, picking lists, location reports and recommendations.
- Receive and monitor daily and weekly complaints, service level targets for critical and routine parts, project items, and consumables for reporting to supervisor
- Comply with all EPA, GSB and MinCom Regulatory requirements as pertains to warehouse operations
- Complete assigned tasks and generate relevant reports for management.

- Minimum of HND in Purchasing & Supply or HND in Engineering
Experience
- At least two (2) years’ experiences in integrated warehouse operations in mining, oil & gas or heavy industrial equipment operations or environment.
- Must be Computer literate.

 Superintendent – Mine Planning (Short & Medium Term)    Â

Role Purpose
To lead and engage a team of professionals in providing short to medium term planning for purposes of ensuring safe and efficient mining operations to achieve business objectives/targets.
Role Accountabilities
- Build, develop and lead the mining planning and technical support teams
- Supervise and execute mine plans to provide a safe workplace to all personnel.
- Establish and maintain processes to ensure that all environmental risks and emerging issues are identified, and mitigation plans to put in place
- Establish and maintain processes to ensure the development of optimized short term, medium and long term plans that ensure delivery of the budget requirements and the operations strategy
- Responsible for the development, mentoring and leadership of the Drill and Blast, Short, Mid and Long-term Planning Engineers, as well as contributing to the greater Technical Services team development and mentoring
- Assume responsibility for designs and plans to support the Weekly Plan, three months to Full Year Forecasting, Budget, and Life of Mine phases of the planning process.
- Coordinate and work with other departments, tying in all aspects of mine planning to ensure timely delivery of safe, efficient, and practical mine plans
- Supervise and execute processes to ensure the technical aspects of the operations which include mine planning, survey, fleet management, drill & blast, and have the required resources in place to support the mining operations
- Identify areas for improvement in operational blueprints (systems, processes, procedures & tasks) to ensure adherence to plan, reduce variation and maximize cost effective utilization
- Supervise and execute systems to collect and manage operational data and to monitor performance
- Prepare mine plans and design which allows operations to meet or exceed budget productivity and utilization rate
- Develop 3-year detailed mine plans and designs, incorporate, and communicate sound mining engineering, geological and geotechnical considerations, and concepts
- Prepare detailed and realistic monthly, quarterly, and annual production schedules in a timely and cost-effective manner
- Update and review long-term plans and design to mitigate identified risk and incorporate new opportunities and challenges

Person’s Specification
- BSc Degree in Mining Engineering or its equivalent from a recognized institution
- A minimum of 6 years’ experience in an open pit mining environment with demonstrated experience in a similar role.
- Strong technical knowledge and mining background in planning, scheduling and drill and blast utilizing truck and shovel methods
- Competence with computerized planning systems such as Talpac/Haulnet, OPMS/Xpac, Datamine/Surpac, Whittle/NPV software packages
- Displays analytical and innovative thinking resulting in continuous improvement and adding value
- Possess Mine Superintendent Certificate
- Excellent written, verbal, and interpersonal communication skills
- Must posses very strong human relations skills and ability to interact with people of diverse culture and value
- Medical fitness for the position and environment

Clerk of Works – QA/QC AI&C
ROLE PURPOSE AND CONTEXT
The Clerk of Works reports to the C & I Engineer and is accountable for overseeing the quality of the installation of the Automation and Instrumentation in a compliant and presentable manner with respect to works on the Obuasi mine Phase 3 Project.
KEY ACCOUNTABILITIES:
- Work compliantly with the requirement of government of Ghana agencies, environmental, health and safety legislation and AGAG regulation
- Accept personal responsibility for health and safety and that of every mine worker by his/her work. Also having a duty of care for themselves and others in a working environment.
- Adhere to the site’s Environmental management plan.
- Report to the C & I Engineer for the purposes of assisting in safety and quality of works in progress.
- Be aware of schedule requirements and able to report early any constraints that may arise during the project.
- Oversee and inspect the A & I installations to ensure that the installations adhere to AGAG’s specifications with respect to relevant hookup drawings, corrosion protection, earthing protection. Also ensuring the installation is presented in a well fashioned manner
- Prepare and conduct walkdowns of construction complete Subsystems
- Produce and maintain a punch-list register generated from the walkdowns.
- Produce Non-conformance reports and participate in the solution process as these matters arise
- Be part of the Process to create a Manufacturers Data Report.
- Create and maintain a Dossier as part of the MDR for the construction installation, testing and commissioning ready for handover to Operations.
QUALIFICATION AND EXPERIENCE
Qualification
- Trade background or higher in Electrical/Instrumentation preferred.
- QA/QC management certification
Experience
- Minimum of five (5) years’ experience in Instrumentation/electrical installations in a mining environment.
- QA/QC roles in a construction phase of mining projects.
- Familiarity with Ghana Minerals and Mining (Health Safety and Technical) Regulation
Legal Requirement
- Must possess relevant certificate of competency from Minerals Commission of Ghana
Technical Competencies
- Be well organized and able to create functional file structures for the purpose of creating a dossier and MDR.
- Able to prepare and execute subsystem walkdowns in a timely manner.
- Be able to understand and interpret the content of different types of QA/QC forms and reports.
- Be able to understand network, loop, terminal and schematic drawings.
- Be able to understand and implement Instrument hookup drawings.
- Address any deficiencies in the A & I installation processes and procedure either directly or through normal chain of command
